Flags in "Space Seed"

I was watching "Space Seed" last night, and during the final scene where they did hearing for Khan, I noticed these flags in the room. Does anybody know what these flags are or where they are from?

It would appear the flag on the left is that of Cuba (perhaps those were easily available to Desilu?), while the one on the right is a custom job with the Starfleet banana in the middle.

However, since so little of the Cuban flag is seen, we could just as well decide it's the classic UFP flag (the dark blue parts), with a white horizontal band below the central symbol to serve as background for some lettering, and with a separate red streamer attached to the pole...

In the other thread there's a theory put forward that Theiss "stapled fabric together" to make the light blue flag, but looking at the screen grabs it's apparent that the trim is sewn to the blue fabric, not stapled. Maybe the yellow interior detail is stuck to it that way.
 
Well considering that one-half of the founding team of Desilu was born in Cuba it's likely there was at least one Cuban flag around there somewhere, even if he was gone from the company by then.
 
The golden symbol might basically also be the banana one that we see on the side pennants and at SB 11:

In that case, we'd be seeing the lower limb of that design.

I guess the logical assumption, in-universe and regardless of what props were actually used, would be to have the dark blue be the UFP flag, with a special Starfleet Command stripe and a red streamer, and the light blue be the flag of the 1st Fleet (or whatever the sub-organization that uses the "delta shield" or "arrowhead" as its symbol in the TOS era). That's what a modern warship might have: a national flag modified to serve as a military one (I don't know if the US does any of that, but many other nations play with theirs that way), and a unit flag.
