Seems like alot of non-Starfleet people working on the Ent D, which was “a college town in space”. And, like a big university, lots of outside researchers not directly employed by the college were present.

I'm still awaiting the addition of a love instructor to the main cast of one of these new shows, as I proposed three years ago:

Or like how Hoshi was recruited onto Enterprise while teaching a language class in Brazil, maybe the love instructor can be recruited to Discovery in the middle of his outdoor class in the park.

Then every week, James the Love Instructor can offer lovemaking alternatives to the current dilemma in the briefing room.
