If Kes is 9 years old when the show opens how does she have a daughter that is in her 20s?
 
If Kes and Paris got together after year of hell, then their daugter would be 3-5 yrs old
 
Remember, Kes celebrated her 2 year old birthday on Voyager during season 1 despite looking 20.

Kes was just under a year old when she joined Voyager.

In season 2's "Elogium" she talks about the Ocampan fertility peaking between the ages of 4&5 and she wasn't even 2 yet.

She turns 2 years old 2 episodes later in "Twisted".

In "Before and After" you see Kes' grandson go from birth to about 10 years of age in a little over 7 months. By the end of B&A we discover Kes is 3 years and 2 months old 3/4ths of the way thru season 3.

In season 2's "Coldfire" Kes reminds us the Ocampan people only live 9 years, hence her disbelief when she meets Tanis, an Ocampan who claimed he was 14 years old and that his father lived until 20.
 
Consent laws in the future must be really fucking weird.
Every species develops a different times. The Rhaandarite lived for hundreds of years and weren't considered adult until 150, the Ocampa are just on the other side of that same coin. With such a vast difference in species biology and culture, I suspect there is a wide range of legislation in place for dealing with matters of interspecies etiquette and relations.

I imagine it would take YEARS to establish such rules. Several Kes lifetimes, in fact. You'd have to have different rules for humans and Ocampa, Ocampa and Rhaandarites etc.

And then you get the bonkers backwards ageing aliens... at what point does consent stop in those instances?

It's so messed up, I can't see anything other than a blanket ban being plausible in any kind of realistic Starfleet.
 
Consent laws are probably a function of reaching adult maturity for any given species.

It is odd how even with 1/4 Ocampan genes you still age super-fast. Maybe it's just a dominant genetic trait and the grandson had bad luck acquiring it?
