Okay, where to start, where to start... Ah yes!
Herkimer Jitty already said exactly what was the first thing that came to my mind: your drawing looks as though it is something John Eaves did, so much so that it could be mistaken for perhaps some sketch that Eaves recently did in his spare time.
I cannot decide whether I like the green or orange and grey color scheme, both seem to work for me.
But it doesn't come off as a 25th Century design to me. It looks more like a late 24th Century design at the latest, designed at around the same time as the Valdore, but I admit that I am more biased towards the organic shapes of Andrew Probert's D'Deridex class or the simple shapes of Wah Chang's Bird of Prey. Eaves's design worked as a niche design, or as the Valdore being as the aesthetic of designs of the Dominion War, but I feel that the Romulans would go towards making their ships look more organic, looking similar to maybe the Bird of Prey from ENT, but with maybe some Valdore design elements, but made more curvy, sexy, and organic, blended with details from the D'Deridex class (namely visible weapons emitters

).
Or maybe I'm being put off by the more angular design elements.
