Aurora: Search for Life

The Borg invasion left hundreds of once-beautiful worlds as wastelands or balls of radioactive rock. The Federation Relocation Bureau, originally set up in the wake of the Dominion War, is tasked by the Federation Council to relocate billions of refugees stranded across the galaxy.

It is a monumental task and dozens of ships are needed to complete this task. President Bacco issues an executive order which authorizes the Bureau to appropriate all necessary vessels, manpower and equipment as needed as long as it does not impact Starfleet's reduced capacity.

What remains of the
Oberth and Miranda -class fleets, most of the Nova-class and Steamrunner-class fleets and a handful of Intrepid- and Galaxy-class starships are all appropriated by the Bureau.

One of these vessels is the
USS Aurora, recently repaired after near destruction by a Borg cube. Her first assignment is to visit the Fellebian system, barely mapped two centuries earlier, to determine whether it is suitable for colonization. The Risian leaders have expressed an interest in the system and the Aurora must determine whether it's safe, but an unusual energy signature beneath the surface throws this into doubt.

I like the premise. Do you plan on starting soon w/ the story?
I am currently engaged in assigning the crew and other personnel relevant to other places. The plot is done, and I hope to have the first chapter (probably a prologue) ready for posting by the weekend.

Redshirt, kes7, thanks for your sympathies. This has been hard on both of us but we are moving forward. We're talking about the loss, crying, and not blaming each other.

And so, because I needed something to do, here is the prologue to Aurora...

STAR TREK:
AURORA

The Search for Life

Prologue

USS Aurora
Syracuse IX
Stardate 58621.6 (August 15, 2381)

Captain Yosa Denisar silently cursed the ancient deities of his homeworld as he moved from the bridge to his ready room. Syracuse IX was supposed to be an easy assignment for his crew on their first outing as a group since the Borg invasion six months earlier, but the colony site was bare bones and they had used up the majority of their supplies just to bring it up to Federation specifications. He had fired off a very angry log entry to the Starfleet Command, marked urgent, hoping it would be passed through the chain of command to the Federation Relocation Bureau. His anger had partially subsided until his own urgent summons by the very young and harried Bureau liaison to Starfleet.

The Governor had signalled the ship a few hours ago from the surface to let them know that the colony was up and running, the communications net in place and the shelters completed. All Denisar now had left to do was make his final report to the Federation Relocation Bureau and move on to the next assignment. As soon as his executive officer returned from the surface, he would make that report. Until then, he planned to give the liaison a long hard talk. He sat down in his ready room and entered his authorization code for the real-time message from Earth.

'Captain Denisar, I do not appreciate being woken in the middle of the night to get harangued by my superiors on both sides of the table.'

'Good day to you, Miss DeMarco. I do not appreciate using up almost off my ship's supplies because the surveying vessel did not do a proper job in making sure that this planet was suitable. Thankfully, my engineers were able to avert disaster and get the colony up and running.'

'I read your report, Captain, and you'll be glad to know that the survey vessel has been reassigned to an assignment more suited to its crew.'

Denisar sighed and made a mental note to apologise to the ship's commanding officer. 'Are we still on schedule for our mission to Polizera III?'

DeMarco shook her head, her long curls flailing wildly. 'No, I was actually contacting you to give you a new assignment. The Yosemite will be continuing your current assignment.'

Denisar didn't feel so sorry for the captain of the former survey ship any longer. He envied him since he knew that this new mission was going to be far harder on his crew.

'Where are we going?'

'I'm sending the information in an encrypted data packet, Captain. Considering the nature of this assignment, discretion is strongly advised. Set course for your destination immediately and maintain radio silence until you have completed the mission unless of extreme urgency forces your hand, DeMarco out.'

Denisar accessed the data packet and decrypted it, scanning its contents. He tapped his combadge. 'Denisar to helm, set course for the Fellebia system, maximum warp.'

'Acknowledged,' the helm officer replied.

He activated the screen on his desk. 'Captain Denisar to Syracuse Control.'

'This is Syracuse Control, what can I do for you, Captain?' a pleasant young human woman asked as the screen spluttered to life.

'Is my exec ready to beam up yet?'

'Yes sir, he entered the control room a few moments ago.'

'Could you let me speak to him please.'

'Of course, please hold one moment.'

The screen provided him with white noise for a few seconds before his exec appeared. 'Is there a problem, Captain?' Commander Sovar asked.

'I need you back up here, we've been reassigned. I want all our personnel on board in five minutes, and inform Control that their comm system needs fine tuning.'

'Aye sir, I'll see to it, Sovar out.'

Denisar tapped his combadge as the screen faded. 'All senior officers report to the briefing room in five minutes.'

Denisar exited his ready room and moved aft toward the briefing room at the rear of the bridge. He transferred the information in the data packet from his padd to the main computer and then noted the arrival of the others. He took his customary seat at the head of the table, closest to the windows, and looked at the tired faces around him. Before he began the briefing he looked at the star charts to see if there was a starbase between the two locations which they could briefly stop at for resupply and tapped his combadge.

'Helm, adjust course to Xendi Starbase Nine and inform them of our arrival.'

'Aye sir, adjusting course. Estimated time of arrival is four days.'

'Excellent, Denisar out.' He looked around the able again. 'We've received new orders. The Yosemite will continue our current assignment. The Federation Relocation Bureau recently received a report from Kamiyah VI noting that 600 Risian refugees had died in a viral outbreak because there was not enough medicine to go around. 243 survived. The surviving Risian leaders have asked for immediate intervention, citing the incidents on Pacifica and Kamiyah VI among others. The Bureau has finally elected to do something and our job is to survey the Fellebian system.'

He activated a holographic image on the table, and continued his briefing. 'The Fellebian system, formerly identified as 94 Aquarii, is located on the border of Federation space close to the Ferengi Alliance but this is not seen as a cause for concern considering the current political climate. It lies approximately one hundred light years from Earth, just about within the acceptable boundaries of the new patrol routes.'

'Our assignment is to survey the Fellebian system as fully as possible, determine its suitability for a new Risian homeworld and them pass the information to the Bureau for them to do with as they please. Hopefully we'll find it suitable and we can help the Risian Hedony rebuild their culture.'

'Captain, why are we only looking at suitable planets within a hundred light years of Earth for relocations?' Commander Sovar, the Vulcan first officer asked. 'There are plenty of known habitable worlds further away from the core worlds.'

'The Federation Council and Starfleet Command have determined that with forty percent of our fleet destroyed, a one hundred light year radius is the most acceptable patrol radius.'

'What about all our surviving colonies and member worlds outside that boundary?' Lieutenant Commander Zandra Taitt, the Aurora's chief science officer, asked.

'Minimal patrols will serve the remainder of Federation space and our allies have agreed to assist to protecting the Federation border, just as we have agreed to help protect theirs until Starfleet is back at full strength,' Denisar replied. 'Federation space has been reduced by approximately eleven percent since the Borg invasion and although we are continuing to explore, the Federation Council have decided that we should rebuild and fortify the home systems before we try to add more members or reclaim our former territories, if at all. It is still likely that some will secede and we have diplomats working on that.'

'We are in a very sorry state,' Lieutenant Commander Aquiel Uhnari, the chief engineer, stated. 'We've never had it so bad. Why are we stopping at Xendi Starbase Nine?'

'We need to resupply after the nonsense at Syracuse. I'll handle the fallout from Command and the Bureau, but a day or two of rest and relocation won't delay things too much.'

Sovar raised an eyebrow but otherwise said nothing.

'Director Tomanien won't like that,' Uhnari said. 'I'm sure you'll be getting a nice conversation with him in the very near future.'

Denisar nodded sourly. 'I'm well aware of that, Aquiel. Please make sure we're not running the engines too hot. Once we get to Fellebia, I want to land the ship so we don't run the shuttles ragged.'

'Aye sir.'

'Commander Sovar, I would like the life sciences teams divided into three shifts and the geological team split between them. Lieutenant Mossa, I want three security personnel with each group of scientists and I want them rotated continually so no one spends two consecutive shifts with the same team.'

Sovar nodded. 'I will endeavour to have the roster on your desk by the end of shift today.'

'Aye sir,' Mossa replied. 'You are aware that this will leave only a skeleton crew patrolling the ship?'

'The Fellebian system is uninhabited as far as we know, and the astrometrics laboratory will be manned around the clock to inform us of any potential hazard entering the system.'

'Aye sir, that is satisfactory.'

'Good, is there anything else?'

'Captain, I'd like to talk about that rearrangement of the consoles,' operations officer Lieutenant Horiss said.

'Lieutenant, where exactly would you sit if your console was reconfigured for tactical?'

'At the current tactical console,' Horiss replied.

'It's not suitable,' Lieutenant Mossa countered. 'It would be easier to create to a new console for me to sit at.'

'I'll look at it,' Uhnari replied with a smile.

'If that's all, you have your assignments. Unless something urgent comes up, we'll reconvene before we leave Xendi Starbase Nine, dismissed.'

I am so sorry about you and your wife's loss, BrotherBenny. Please accept my deepest sympathy and best wishes in this sad time.

Brother Benny-I'm sad to hear of your loss. My wife and I went through it twice, so I know how tough it can be and my heart goes out to you. It was small consolation to us but our ped said it's Nature's way of making sure damaged genetics aren't passed on, that a miscarriage is a protective action by the woman's body. The thing to keep in mind is that once the tears are gone you'll try again and it will work out. And, Benny, its worth it! Any and all pain, stress and worry-it is so worth it! Try to be strong for her now and help keep her spirits up-its all you can do. And know my thoughts, and those of the rest of your readers, are with you and your wife.

ed.-Oh, yeah, the story's pretty good so far.(Sorry, forgot to comment).

Thanks for the support.

What did you want to know about the Relocation Bureau? I plan on writing about them in the next segment, so we'll see if it answers your questions.

I'm curious about the scope of their work. Are they just in the "finding a tent for the refugees" business, full colonization, world discovery-what's their mandate, if you will.

An interesting start to your story, BB. I was curious about the Aurora. You mention that she will be making a landing. Is she an Intrepid-class ship or some other type?

The FRB was set up in the wake of the Dominion War to find new worlds for refugees to settle on after the Dominion destroyed their home- or colony worlds. My take is that they had a list of ready planets and possibles and such to assist in relocations; not only "finding a tent" as you put it, but full colonization procedures assisted by Starfleet Command.

However, after the total devastation wreaked by the Borg, the FRB's mandate has extended to trawling through the extensive Federation and Starfleet databases to find planets which may only have been cursorily surveyed and getting the millions of refugees into new homes. I set a 100ly radius for new colony sites because I figured Starfleet would want to patrol as small an area as possible while they rebuild their forces as it is down to 60% of normal.

Nova-class, crew of 80 and mostly scientists or people with colony experience.

Chapter One

Federation Relocation Bureau
Starfleet Liaison Office, Paris
Stardate 58627.3 (August 17, 2381)

Jaycee DeMarco sighed as she cooled her heels in the Director's anteroom. She looked at the Director's aide for any clue of what was going on but the young Andorian gave no hint of anything and after more than an hour she got tired of waiting.

'What is going on in there?'

The Andorian thaan looked up from the piles of padds on his desk and took in her expression. 'The Director will call when he is ready to see you.'

'Who is he with?'

'He is involved in a conference call. He will be with you shortly,' the aide replied with a blank expression.

'I have work to do,' she said and headed for the outer door. 'He can talk to me over the comm.'

As she reached the door, the Director's door opened and they both saw the Rigellian-Chelon standing in the doorway.

'You'll wait until I have seen you, Miss DeMarco.'

'I have a job to do,' she retorted. 'We both have a lot of work on our plate and I cannot afford to waste time sitting out here, waiting for you to finish a conference call.'

'Point taken. Why don't you come in and we'll discuss the current situation.'

'Which situation,' DeMarco asked as they entered the Director's office.

'You should not have gone over my head with the Risian Hedony leadership,' Tomanien replied bluntly.

'I felt it was necessary considering the danger to the Risian people that the situation represented. If you had been more accessible to me I would have asked for your permission first, but I believe that action in this instance was more preferable to inaction, especially as we have a large number of starships at our disposal.'

Tomanien clicked with disapproval. 'Why did you choose the Aurora?'

'The crew of that vessel has disciplines which were best suited to the assignment.'

The Chelon narrowed his eyes at her. 'It had nothing to do with the fact that Captain Denisar used to be your commanding officer while you were still in Starfleet?'

DeMarco ground her teeth. 'With all due respect, I think that you have lost sight of the goal of this organization.'

'Please do enlighten me, Miss DeMarco.'

'The Relocation Bureau was set up to relocate displaced people in the wake of the Dominion War, and we have an even more important job now in the wake of the Borg invasion. I have been working every hour of every day to make sure that every starship is assigned to checking on habitable planets, setting up colony sites and relocating people.'

'And you think I have lost sight of that?'

'I think you're using this office as a stepping stone to the Federation Diplomatic Corps and I resent the fact that you're sequestered in this office almost all the time instead of being out there actually being the Director of the organization.'

Tomanien was silent for several moment and DeMarco thought that she had finally gone too far, but then he nodded. 'I will in future make more of an effort to be more...accessible, but my job is a lot harder than you realize. Tell me, Miss DeMarco, which starbases and planets have enough supplies to restock our starships with the necessary materiel so they can do their jobs?'

'I don't know,' she replied.

'How much time in the San Francisco Astrometrics Laboratory has Starfleet Command granted us on a daily or weekly basis to look for habitable planets in the patrol radius?'

'I don't know,' she repeated.

How many Galaxy-class starships do we have at our disposal for the relocations?'

This answer she did know. 'Eleven, but four are undergoing overhauls, refits or repairs.'

Tomanien nodded. 'The remaining seven are being run right across the patrol radius, back and forth, as we attempt to reduce the number of refugee camps across the Federation. The older Romulan warbirds can hold more than any of our starships and I am trying to get them to loan us a few for relocations, which I can assure you is not an easy job. So you can see that a lot of what enables you to do your job actually takes a lot of effort behind the scenes.'

DeMarco sighed. 'I apologise for doubting you, Director, though I do think you should at least try to get out of the office a little more.'

Tomanien's beak opened a little to show a few teeth and she knew it was their way of smiling. 'Miss DeMarco, I was going to discuss this with you when I returned from Vulcan, but I think now would be a better time. I would like you to be my new assistant director. Paul is leaving at the end of the week to return to Starfleet and I thought you would be the logical choice to replace him.'

DeMarco was speechless. 'I don't know what to say. Can I ask why?'

'It's very simple. You will do what you think is necessary to get the job done, regardless of the problems inherent in the situation. And to be honest, you have an excellent grasp of the mechanics of the bureau, including which ships can do what job and how to get the captains not to feel that they're run ragged.'

'I will gladly accept,' DeMarco said.

'Excellent,' Tomanien replied. 'I will inform headquarters. Now, if you'll excuse me, I have to book a flight to Vulcan.'

'What are you doing on Vulcan?'

'I will be visiting the Vulcan office of the Bureau and hoping that the situation on that planet is not a dire as I have heard.'

'And if it is?'

'I'm not sure what we can do. They will not relocate to another planet and it will be almost impossible to rebuild ShiKahr on the former site of the city considering what the Borg did to it. But I still want to see what they plan to do, it might give me some ideas on what we can do on some planets.'

'We're actually in a quiet period right now, waiting for reports from the captains in the field on planet suitability, colony site preparation and colonisation efforts.'

'Very well, I should be back in two days. Where is the Aurora now?'

'About two days out from Xendi Starbase Nine, they need to stop there for resupply before continuing on to Felebia.'

'Will the Hedony complain about the delay?'

DeMarco shook her head. 'No, the new Minister for Internal Affairs has friends in Starfleet so they know what to expect when dealing with them. It won't be a problem.'

Tomanien smiled again. 'Excellent. Enjoy your afternoon and I will call you when I get to Vulcan.'

This Tomanien is a wiser boss than you first projected. Good job of giving him depth instead of a cut-out character.

A complex premise that whilst very interesting could be hard to pull off. However, interesting characters are going to help us to follow the story avidly. I'm interested in discovering the mechanics of this bureau and the difficulties it will have to overcome to get its work done. Many different problems and issues to contend with no doubt - People, planets and resources. Looking forward to more.

I don't like 2D characters. Besides, Aurora will have a growing cast and I'm going to need have them all liked or disliked.

I'm working on getting it right somehow, but this won't be a short tale like the others. The postings will be occasional but there is no end point as of yet as the story is still evolving. More storylines will emerge and others will fall back. I am expecting this to turn into at least a novel-length piece, if not longer.

One of the sad but universal laws of relief effort is that bureaucracy grows in geometric proportion to the front-line work. We've seen it in Haiti and now it rears its ugly head in the 24th century. I suppose it is a necessary evil, as The Director astutely pointed out.

Nice character work. I agree with Mistral - you did a nice job of making a senior bureaucrat likable (though I suspect he does have political/diplomatic aspirations.)

You have a vast framework on which to build. I'm looking forward to getting acquainted with the Aurora's crew and her mission.
