they're just generic shapes that bear little resemblance to anything other than perhaps the TOS design with the round forward end.

Wait, if this guy is the chief engineer, then what's the deal with the woman on the far right of the screen? She appears to have three solid pips on her collar, which would make her a full Commander. So there's an engineer on this staff who outranks the chief engineer?

I mean, yes, they are. But real-life militaries tend to try to avoid people of lesser rank being placed in position over higher ranking figures. It happens, but that's part of the reason people get brevet promotions. In Star Trek land, it's been rarely seen, and they seem to only have a select few Commanders on a ship. Whoever this Operations Commander is, she's obviously important to the story, and I doubt they will have her serve under a lower rank (especially on a show devoted to exploring the class dichotomy of the Starfleet ranking system).
Most likely, she's not of the Cerritos, a visitor from a docked ship or a station engineer. If she is of the Cerritos, then perhaps this is a flashback to the original Chief Engineer, or Security Chief or Ops Manager. If she's in the engineering department, under Lt. Cdr. Billups, then her ranking higher than him will likely necessitate an explanation.
There are always a few mystery commanders on Star TrekShe's not the Security Chief (that's Lt. Shaxs), and doesn't seem to be the Ops Officer (that "appears" to be a Trill Ensign in the shots of the Bridge we see, although she might be the relief). It's most likely that she's a visiting Engineer, perhaps from another ship or Douglas Station (where they seem to be docked in the first episode), maybe going over reports for the Cerritos and overseeing Billups's work.
It would be kind of funny if she outranked him but, for some reason (demotion in position, awaiting transfer), served as his assistant. Kind of like a Lt. Carey situation. But I doubt it. I'm going to assume that Commander Ransom and Dr. T'Ana are the only three-gold pip officers we'll see on the show.
Or maybe Billups failed the Bridge Officers Test, but his Assistant passed and it's an awkward situation going down there.
Or it could be an animation error, and she's a Lieutenant or Lieutenant Commander when viewed up close.
As of late Season 7 there were THREE members of the main cast who were Commanders, Riker, Troi and Crusher. Data's position on the ship (Second Officer) made him over Crusher and Troi in the chain of comamnd. (She was wrong after getting the promotion that he can call her "Sir" his position on the ship still made him over her.
All of that in your quote is way over-thinking such a tiny detail.
Which was complete nonsense. If one is qualified to take command of the bridge, then one should be in the chain of command. But of course, this is just another example of Star Trek's contradictory nature of Starfleet. Because Starfleet is so obviously based on the US Navy, medical officers aren't supposed to be in the chain of command. But TNG was taking criticism over not having any female authority figures in the main cast, so suddenly Crusher is qualified to take command of the bridge and Deanna spends an episode earning her command qualifications.Crusher and Troi weren't in the chain of command, just qualified bridge officers.
