What if the Star Trek crew were a sea crew instead of space crew?

It would be. But these would probably be ceremonial uniforms and their actual sea gear would be futuristic stuff. For sure it would outclass Voyage to the Bottom of the Sea, even if the inverse would be the same crew exploring outer space.

Mr Spock would also probably be better off different than that. He would have some traits of a sea creature, at least partially. For example the early concept art for Han Solo. He was described to be conceptualized as a green alien with gills. It would be much closer if not the same as my concept for a sea Spock:

Going by the Homeric mythos:
- TOS - Explorers of the Mediterranean in a long-ago time
- TNG - Explorers of the Mediterranean in the recent past (but still awhile back)
- DS9 - An island outpost on the far reaches of society dealing with strange invaders from farther out.
- Voyager - A ship swept off-course to some unknown sea, seeking passage or knowledge on how to return.
- Enterprise - Tales from either farther back than TOS of the first shipbuilders and seafarers in the earliest days of Man.
- Discovery - Returning to the days of TOS (the old stories), another group of seafarers involved in large-scale conflict. They found magic mushrooms that transported their craft through the realm of the Gods.
- Short Treks - Just some random odes and poems set throughout the old stories.
- Lower Decks - Humorous tales from another author set within the recent past (but still awhile back)

If we go for a heavy "Greek/Greco-Roman Mythology" angle, would that make the Vulcans the literal children of Vulcan/Hephaistos? The Greeks liked the idea of mythical (or real) nations being descendants of gods. Following that idea the Vulcan homeland could be inside Mt.Etna.

And the Romulans were exiled from the Children of Vulcan and are the ancient ancestors of the Roman people.

The whole foundation myth of Rome could be put into this. Mars took a Vulcan maiden as lover and their children were Romulus and Remus. As they grew up they became leaders among their people, but their different points of view caused civil war. In the end Remus takes the place of Surak in this scenario, while Romulus and his followers are exiled and migrate up the Italian peninsula to the region were Rome would be founded one day.
(The stuff with Aeneas is left out, but that was Roman Troy fanfiction anyway)

To clarify though, I didn't have ancient/medieval/early modern timelines in mind. If you want to make it that, the closest would 20,000 Leagues Under the Sea. Except Captain Kirk is nothing like Captain Nemo.

My idea was indeed something like Voyage to the Bottom of the Sea or SeaQuest, but in a much less globalized and sparsely populated Earth much like our galaxy in TOS.

For whatever reason Earth has less people. Maybe post pandemic. Maybe most humans have departed Earth and those remaining require regular assistance. And so the United Co-Operation of Countries assigns the Enterprise to travel the seas for both exploration and peacekeeping.

It's in a future where marine technology is far more advanced. The enterprise is one of many sea fleet ships that travels across the globe on missions and regular oceanic exploration.

For whatever reason be it economic, manpower or anything else, air travel is not as desirable or doable. Maybe lack of resources to built and maintain planes. Besides, air travel cannot keep the oceans pollution free and give better surveys of re-planting lost life and ecosystems in the ocean, so a fleet of advanced ships and other marine tech are built to do the job.

The universe is separate from the ST universe we all know & love, but our main characters are duplicates of our beloved ST characters. Sea Trek would be a great new realm to explore.

Since they're still on Earth, that would explain why there's so many humans everywhere you look. The human surface dwellers on Earth naturally outnumber all the intelligent races in the ocean, and naturally in the future many of the humans would have underwater colonies in a water-themed science fiction franchise, and naturally there are Atlanteans and other sea dwellers descended from ancient humans.

The creators of the show would probably make several races of undersea people, mostly human-like and maybe some octopus people if they can afford it, but the creators wouldn't bother making 600 alien races like real Star Trek did.

And they can still have aliens appear on the show, for example they could occasionally discover an ancient colony of Europans, or investigate a ship from Neptune that just landed underwater, or travel to another dimension with its own aliens. And they could go on one or two adventures underground and meet mole people and lava people.
 
I've always thought Star Trek would be interesting to see as a sail-going adventure. Our heroes are in the Kings Royal Navy aboard the HMS Enterprize (a real ship), and they are exploring the seas and visiting British islands and providence's. This would work much the same as some of the parallel earth episodes of TOS worked: A previous British captain or explorer visits an island and somehow contaminates it so the Crew of the Enterprize has to clean it up or help quell dissidence.
I feel like even though TOS was an American Show, it felt more like the Royal Navy of sail in space: Kirk acting as a Federation representative or diplomat much like British captains did during the age of sail, the Enterprise at times being out of contact with Earth, similar to how British ships could be gone a year or more from England. Plus it kind of allows a Horatio Hornblower type story telling, which was one of the inspirations for Kirk if I recall.

Since the Enterprise would be a submarine, i would not expect any sail. Any surface boat to beach the crew would probably have solar power "sails" like Count Dooku's ship in Attack of the Clones.

But again, that would only be acceptable for a hot climate region. Solar power is useless otherwise.
