I work in healthcare mergers and acquisitions. It typically takes s 90-120 days to acquire a 1 provider clinic with 4-5 staff members. I can only imagine that M&A of this magnitude has some significant regulatory hurdles to overcome. Its shitty, but unsurprising that there are things that are politically motivated that are holding this up.
