Going at it from a real world perspective, unless they are going for specifically for a story where the heroes are way out of their league, it seems more likely that we'll be getting a more ground level threat in the Winter Soldier/Falcon series.
Guys, we've been over this; The super soldier serum wasn't what made Steve Captain America. That was kinda central to the plot of CA:TFA. The fact that ge gave the Shield to Sam not Bucky is only further proof.

As reruns/old content, sure. But given that Feige is overseeing the Disney+ shows, but has had little to nothing to do with AoS, not to mention its dwindling ratings, ignoring the Snap, etc., I would be shocked if the service produced new AoS seasons.I don't see why it wouldn't be on there, it's an ABC show produced by Disney, and I'm pretty sure they've said ABC shows will be on there.

My take on Bucky at the end of Endgame wasn't that he wasn't deserving of the Captain America mantle, necessarily, so much as he didn't want it. If nothing else, his past deeds, brainwashed and unwilling as they were, would always overshadow his attempt to preserve and extend Steve's legacy, whereas Sam can both take up the title and make it his own without any baggage. Bucky sees this, and is entirely at peace with Steve's choice, as evidenced by his friendly nod to Sam when Sam looks to him.

Yeah, Sam is definitely going to need a boost if he's going to be the next Cap. I don't see how he (Sam) can throw a 10+ pound disc very far nor with any precision without some version of the super soldier serum. That being said, even with a weaker serum, between the shield, Falcon suit, and Sam's already world class skills, he's going to be a major bad@ss.
