I would gladly watch at least six of those over Section 31. And then I would probably begrudgingly watch most of the rest over Section 31 too.

Darkling has a couple of good horror moments, Threshold is goofy fun, other than "delete the wife" there's not a lot of substance in the rest of that list.
I would put 31 above this list. Now if you were to ask me if I wanted to watch 12 good episodes of Voyager or 31. I would probably opt for both.
The following episodes, I feel, are better than SECTION 31.
"TATTOO" - we get a look at Chakotay's childhood, and The Doctor giving himself a flu to prove a point was funny.
"THRESHOLD" - this is a GOOD episode, doesn't belong in the bottom end of VOY. It's got great character work for Tom, and some fantastic horror elements. The last few minutes are the only parts that ding the episode.
"SACRED GROUND" - it was a decent character episode for Janeway.
"DARKLING" - while this is definitely lower tier VOY, Robert Picardo's acting at least makes it palatable.
"UNFORGETTABLE" - this was more boring than outright bad.
"ONCE UPON A TIME" - I don't see this as a bad episode, honestly. Maybe lower tier VOY, but definitely not among the worst. It's a nice Neelix story.
"FAIR HAVEN" - this is a bad one, but still not as bad as SECTION 31.
The following episodes, I feel, are probably worse than SECTION 31.
"ELOGIUM" - at least the space dwelling lifeform situation was interesting and the episode was trying to have a message.
"FAVORITE SON" - among the worst of VOY, but I'd still rather watch this again than SECTION 31.
"THE FIGHT" - a very interesting premise (Chaotic Space) that was very poorly executed. I'd still watch this again before SECTION 31.
"SPIRIT FOLK" - a terrible episode, but I'd still rewatch this before SECTION 31.
"FURY" - this IS among the worst in the franchise, but I would still watch this again before SECTION 31.
Yes, some of them are worse than SECTION 31, but honestly not so much worse that I would not rewatch them again.

"Darkling" also gave us our first glimpse of T'Pau of Vulcan since 1967, even though she's just an historical holoprogram.
Yeah. Section 31 is in the running for my least-favorite Star Trek movie. It's not in the running for my least-favorite Star Trek installment ever made.
It's severely disappointing. It's not outright offensive. Two different things. Setting aside "Threshold", and setting aside "Let He Who Is Without Sin" (which I haven't watched since its initial airing), I'd take Section 31 over "The Disease" or "And the Children Shall Lead". I'd take it over "Profit and Lace".
If someone put a gun to my head and told me watch either Section 31 or Very Short Treks, I'd choose Section 31 every time.
I gave it a 3. Still not a 1. See what I did there?

I would be the opposite. I’d watch VST over S31 because it would be over quicker.
All this talk about Voyager episodes makes me want to watch Section 31 again.
I can understand that. When you put it that way, it's kind of like junior high versus high school. Junior High was over quicker!
Elogium is boring but not unwatchable
Likewise Tattoo, which also loses points for its...inaccurate depiction of Native Americans.
Threshold is a great episode and I will always defend it.
Sacred Ground is bad. Section 31 might be preferable to it.
Darkling is another "boring but not unwatchable" for me.
Favorite Son isn't a favorite, but I don't object to watching it either.
Same with Unforgettable.
Once Upon a Time isn't a bad episode, just kind of average and middling.
The Fight is a somewhat disjointed mess. Yeah, Section 31 might be preferable to this one too.
Fair Haven and Spirit Folk are dumb but not objectionable.
Fury is okay in a "turn your brain off and roll with it" kind of way.
The irony? I can't even remember what "Unforgettable" was about.
That's fair. For my part, I feel that all four shows had episodes that were so bad that I'm amazed that they stuck to the videotape.
