Pacifica or Cestus III, unless SNW is about to be in that area. That whole part of the Federation is basically unexplored in the shows. Although so far Lower Decks seems to be on the other side of the Federation more where DS9 and part of TNG took place. So it would be a pretty big jump.

Tellar Prime is the only Federation Founder world we haven't seen the surface of, we saw it from orbit in ENT, but that's it.

Also maybe some proper Andorian cities.

True. But it never made sense that the Federation didn't have an organization like that.

Which is not a surprise. They had some legitimacy during the war and their effects would still be felt. Contracted, maybe or more cell like, but likely not gone.

Still having legitimate fronts to operate doesn't make them less scary to me. Makes me wonder what they are hiding.
