Might there be some small communities of Ocampa living on the desert surface, using their telepathy to keep one step ahead of the Kazon?

Speaking of the Dominion, the Founders sent baby Changelings all across the galaxy. It's a major missed opportunity that Voyager never encountered one. But if one landed on Ocampa, you might have two individuals both with questions about their species' pasts, who end up teaming up to escape the Kazon. Or an Ocampa and Changeling might meet in a Vidiian lab.
The Caretaker's death might force the Ocampa back to the surface, leading to a war with the Kazon. And said war would undoubtedly force the Ocampa to develop their mental powers further.
