Low horn sound during soccer games?

I know this probably sounds crazy but anytime I watch a soccer game on TV there is this constant low horn (I don't know how else to describe it) kind of sound in the background. I don't hear this on other sports and I always find it distracting. Does anyone know what I'm talking about or what it might be?
 
So it is actually a horn? You don't hear those when you're watching NFL games or other US sports. I haven't been to a game in person in a few years so I don't know if that doesn't get picked up or (hopefully) simply because people don't actually use the annoying things.

They're air-horns. You only very rarely get them at English games. The only times I hear them during an English game is when it's a women's game or an England U-21 international. Those two types of games have a lot in common - they let a lot of kids from local schools in for free.

I've been to many, many Premier League games and full England internationals and you do not hear the horns at those.

I hear them all the time at baseball games. Minor league hockey games, too, though thankfully most NHL clubs seem to have banned them.

Arsenal have been praised by a Portsmouth fans group for being one of only a few clubs to allow Westwood to bring his bell in to the away section. :lol:

Good lord, you learn something new everyday. It's always bugged me, but none of the Pompy fans I've talked to knew who was responsible. They're obviously not real fans.

Opinion on Westwood is mixed but he is a truly dedicated fan. It is extremely rare for him to miss a match, home or away. My understanding is that he has not missed a match for over a decade.

I imagine Portsmouth's UEFA Cup run this season will test that record.
