Basically they're a society consisting entirely of Homer Simpsons and Peter Griffins.

I didn’t really see the Pakleds as targeting people with any specific cause of mental disability, or even a disability at all. They were clearly smarter than they let on. Though not a lot smarter.

Janeway has taught him well.The only good thing about the episode are the shuttle scenes between Picard and Wesley. The sandwiches also look tasty. And Picard even drinks coffee!
