If tng had an 8th season.

Well, pretty much any non-android would be in terms of computational power, speed and strength.

I meant out of universe. Replacing a character who is a strange android and all that with just a vanilla human character would be a step down for a science fiction show, especially since TNG had enough humans among its characters.

So, no Picard and no Data. Also, no DS9 or VOY. However, that does not mean DS9 does not exist as a station. I will also presume that O’Brien has still left the show, and AGT is a season finale instead of being the series finale.
  • Season would be largely centered around Bajor, Cardassia, the Maquis and the Bajoran Resistance as a backdrop.
  • Picard becomes Ambassador-at-large, while Data gets his own command, to explain their absence from the season.
  • Shelby is first officer in the 8th season premiere. However, Shelby decides to leave when she gets a promotion of her own, allowing Worf to be promoted to first officer.
  • Dr. Selar and Nurse Ogawa starts to take more responsibility in sickbay, as Dr. Crusher prepares to leave Ent-D to return to Starfleet Medical and be with Picard. All while being introduced to Dr. Zimmerman and the EMH concept. Dr. Pulaski returns for one episode to work with Dr. Crusher.
  • Dr. Brahms would be on the Ent-D as a recurring character to oversee new upgrades, and we see her relationship with Geordi evolve. But we also see her lose out on Geordi after he gets (and scores) with Sonya Gomez.
  • Ro would be a recurring character for the season. One such appearance would be a Maquis two-parter, featuring Ro Laren and Tom Riker as an item, but also unsure about their activities in the Maquis. Her second appearance would be on Bajor dealing with Kira and the Bajoran Resistance, and interacting with someone who is as angry as her but also a believer in the Prophets.
  • Chakotay, Cal Hudson, and B’Elanna Torres would still be kept as members of the Maquis, and Tuvok would still be kept as an infiltrator of the Maquis. However, the Maquis would collapse as an entity in the penultimate episode of the season due to Tuvok’s infiltration.
  • Gul Dukat story, with him commanding DS9 after the Federation pulled out of Bajoran space, and preparing for a second occupation of Bajor. Would feature Quark.
  • There would be an introduction to the Founders story, and Odo would be kept for this story.
  • “Conspiracy” follow-up. It would be a TNG version of “Homefront” and “Paradise Lost”.
  • An episode looking at the Trill, to explain the different makeup features. Jadzia Dax would make an appearance here.
  • There would be at least three major Troi stories. The first would be a mirror universe story, after she travels there by accident. The second would be helping the Siskos (Ben, Jake & Jennifer) recover from lingering trauma over the Battle of Wolf 359, and Ben Sisko in particular to become less angry over those events since it placed Jennifer in a wheelchair. The final would be her marrying Riker.
  • There would be a Guinan and Q story that would also feature Uhura, set shortly after TUC.
  • Final appearance of Sela, after she annex’s Turkana IV and pushes the Federation to the brink of war with the Romulans. But her actions also revealed to have indirectly prevent a planned Romulan invasion of Bajor from occurring, who want to expand their empire into the Gamma Quadrant. Sela also comes face to face with Ishara Yar.
  • If the 8th season is the actual final season, then the series finale will involve Kirk in some fashion meeting the Ent-D crew. Would also feature Chekov and Sulu in the opening scene. It would be the “Caretaker” premiere remade for TNG, but Riker (with Kirk’s assistance) get’s the Ent-D crew home immediately to prevent them from being lost in the Delta Quadrant.
THIS HAS MADE ME QUESTION THE LAST 25 YEARS, OMG I LOVE IT!

If we're going another couple of seasons or three, and these are 90's seasons of 20+ episodes a pop, I think there's room to introduce more characters from the "lower decks," as well as flesh out some we've seen before.

A couple of the nameless ones I think would be hilarious to touch on would be "Jae" and "Martinez." I remember them from so many episodes! They wouldn't need full stories around them, but a line or two would be cute.

Then there's characters who had we've seen before, like:
Lavelle
Taurik
Ben
Ogawa (we could finally meet Andrew)
Robin Lefler
Dr. Selar
Simon Tarses
Sonya Gomez
Kieran Duffy
Giusti(-Huxtable)
Mendon
Taitt
Barnaby
Dr. Martin
Robinson
Salazar (he was great as the boss on The Shield)
...among a couple dozen others.

Including more major players, like Miles & Keiko (how can we make things interesting for them here if they're not going to DS9?), Barclay, Guinan, and Ro.

And isn't Bartel, like Geordi's assistant? Who?
Is this a future Captain Janeway?

It would be interesting to explore the purely civilian parts of the ship too. Maybe get a large new sets from the dream duo of Rich Sternbach & Ed Whitefire. With Andrew Probert for the trifecta. We could still get a Promenade on the D.
Mr. Mott
Guinan
Ben
Kaminer
J'dan (okay, not him, but other visiting aliens)

And of course all the others that would be completely new. Who's head of Exobiology or Stellar Cartography...or the lead dolphin? And is there an Andorian on board...with their other three spouses of different genders? Or, since we're talking wish-fulfillment here, how about an Aurellian? In a tailored uniform, having a drink in Ten Forward at one of those glowing tables with a view of the stars...

Interestingly aswell, the book ranges have reintroduced guest/minor characters from TNG and developed them into leads

I can see Stewart or Spiner tiring of playing their lead characters for so long although Stewart could get re-excited by a new direction. It would be interesting to think of Sisko or Janeway as the new later in series first officer to either Picard or Riker.

My idea was more along the lines of moving Picard and Data to star in movies, while the rest of the crew would stay on the show. I mean the TNG movies pretty much ignored everybody except Picard and Data anyway, so why not keep them on the show?

That’s interesting. How would Data and Picard do a movie without the Enterprise? How do you envision it, or how would you?

Honestly I'd probably put them on a new ship, maybe one specifically built to deal with the Borg for a movie like First Contact and Picard is chosen for that because he's the captain most experienced with the Borg. I mean a Star Trek movie without the Enterprise had been done before. Maybe the ship could even be called the defiant, be smaller with less crew, no civilians and more designed for combat, for the more action-oriented movies.
.Maybe if the Borg are a movie-focused villain (due to the movies bigger budgets being able to make them more spectacular and menacing) a Seven-of-Nine like character could be introduced in the first or second movie, to join Picard's new crew on the Defiant.

Then TNG, if it manages to survive departure of Picard and Data, would, ideally, become a show like Emergency Room and other long-runners where characters enter and exit the narrative across the seasons

Of course this idea has many problems if it had really been attempted in real life. But we can dream in this thread, can't we? ;)

Would you envision the crew as unused DS9/VOY characters? Or a list actors?

I really see them more as just secondary characters to the movies centring on Picard, Data and the Seven-of-Nine expy. And I doubt that the TNG movies could afford A-Listers for that, even in a parallel universe.

If there's expies of the DS9, VOY or even ENT characters then they'd probably be among the new characters on the long-running version of TNG.
For example...I wouldn't mind if the new Captain of the Enterprise after Picard leaves turns out to be Benjamin Sisko.

I guess I'd have Picard and Data leave for the movies at the end of Season 8. During season 8 I'd also have William Riker recieve his own command, and Lt. Tom Riker would take over OPS. Worf would become First Officer. and Troi would work further on her career and become Second Officer (maybe she'd also move over to be more of an Intelligence Officer).
For Tactical I'd basically have Kira Nerys. And while I'd reduce Dr. Crusher to more of a recurring role, really only brought in when we need medical stuff (or when someone actually comes up with an idea how to flesh out her character), I'd create a new alien woman main character to work as the pilot, maybe played by Nicole de Boer and very much like Ezri in personality (but not a trill, a new species we haven't seen before). And maybe she and Geordie could actually start a healthy relationship.

I could see early seasons contemplative Sisko commanding the Enterprise, but Hawk dude lemme just poison these Maquis planets less so. That said, Avery Brooks is only 4 years older than Frakes, and I’d have a hard time of Riker sticking around if he isn’t next in line for the Enterprise.

I could see maybe a two-parter setting up Data and Picard having to go off for some reason that then resolved itself in the movies. Maybe (as in my idea upthread) Data discovers a sprawling galactic underground of artificial lifeforms and ultimately he and Picard, in the Dr. Galen role, go off to track them down. Then, to justify Big Screen format, what starts out with the two of them on a shuttle spirals into the two being split up and having to find each other/solve the big new AI problem before a backdrop of galactic intrigue and spectacle.

'90s Trek sure did have to struggle with the issue of why would you pay to watch a movie when you could be just watching the show(s) for free and then, pretty much steadily, fewer people watched either ...

Oh I dunno. Isn’t the reality that huge hits from today would be in danger of cancellation back then? People discovered the internet; can’t really fault them for not watching TV in the same numbers. And today there are more channels and platforms offering both more sophisticated and dazzling fare; can’t fault us for not paying $20 a pop for the latest forgettable celebrity vehicle.

It's not Cmdr Will Riker, though, it's his transporter clone Lt.Tom Riker, who still has to climb up the career ladder and all.

If TNG had an 8th season, Data probably would have met his stepsister, brother-in-law, and a cousin, 3 times removed. He would also start to pick up irritating and odious habits, such as picking his nose, in his endeavors to become more human.
Picard meets his father, whom he thought dead for decades. Turns out he ran away from his mother and she made the rest of the family believe he died.
Riker starts whining about whether he should move on or not, once again. And meets his sister, who turns out to be more successful than he (admiral, bossing him around).
Deanna meets two alien races she can't read, and has one or two more confrontations with her mum. Worf runs into trouble with his Klingon heritage once again.
The other characters have some stories too, but those are really to generic to recap.
I think that would about sum it up.

Not sure if this was already posted, but there actually WAS a TNG season 8! Written by none other than Mike McMahan, show-runner of Lower Decks:

Scroll down to Jan 2019 or so for the episode descriptions.

Some of those really made me chuckle:

"Picard obsessively investigates a Starfleet classmate's murder. Wes invents an amazing new handheld computer that can hold up to 5 books."

"A glowing orb tricks the crew into thinking it's cool, but is a dick to Data when they're alone. Riker's wife and son make a surprise visit."

"Picard wants racist aliens to stop being so damn racist. Riker accidentally sells Data to a prostitute."
