Giotto and "Devil in the Dark"

When Spock begins his telepathic contact with the Horta on Level 23 of the Pergium Mine, Kirk orders Security Chief Giotto to allow McCoy through their barricade.

But how and why did the barricade come about? Was there a deleted scene? Or were we supposed to understand that something already happened between Kirk and Giotto off-camera? Why were the miners mobbing the entrance to that area?
 
The miners wanted to kill the Horta, and Giotto and his team were ordered to keep them out of the tunnel. If you've only seen the episode on television and not disk, maybe a scene was cut.
KIRK [into communicator]: Lieutenant Commander Giotto.
GIOTTO [OC]: Giotto here, Captain. Are you all right?
KIRK: Perfectly all right. Where are you?

[Level twenty three]
GIOTTO: We're at the end of the tunnel. Mister Vanderberg and his men are here, and they're pretty ugly. Shall I let them through?

[Cavern]
KIRK: Under no circumstances allow them in here yet. The minute Doc McCoy gets there, send him through.

[Level twenty three]
GIOTTO: Aye, aye, sir.
 
KIRK: On second thought, when he comes, tell him to also have a look at what could be done with Vanderberg's lot. Perhaps some plastic surgery would help?

And lost his job on the ship for being overpowered by dudes with clubs.

Especially embarrassing as his twin brother (separated at birth) became a ship captain!
 
That Ed Appel guy deserved a beating..but he did show one of the rare instances in TOS of a Federation citizen not being in awe of Starfleet.
