It’s a hassle for sure. Usually rescues are better at catering to your needs. I got both of my dogs from rescues. Definitely expensive but they have all their shots and vaccinations and are microchipped. It’s a good bet because you get that one-on-one care. Shelters are so overloaded sometimes that it’s hard to assess whether or not a dog is really a good fit or not. They just want to get them into a home (sometimes whatever means necessary) so they don’t get euthanized.There are a few shelters in my area. The one I got the cat from doesn't do cat tests with their dogs, and they were the ones who thought this dog I was looking at would be fine with a cat. And then someone else adopts that dog and returns it the next day because of high prey drive.
Another shelter has a history of insane requirements and prerequisites to adopt and thus they end up holding onto their animals for a long time. Lots of angry people who had to sit through a lengthy adoption process only to be rejected for stupid reasons.
What's sad is how these shelters have pit bulls for the majority of their dogs and they just go unwanted for months and years.
There's a rescue that has the largest selection of dogs, probably my best option, but they're significantly more expensive than the shelter.
