Worf on Defiant, not getting the crew.

I am searching for the episode that has Worf not understanding that the crew of the Defiant aren't all Starfleet, but engineers. O'Brien says that he needs to lay off the strict rules and let them do things their way.
He suggests something, and two crew members get on it.

In the end, Worf is in Quarks with Miles when a crewman comes up with their schedule.
Worf tells them to do it at their own discretion.

It's not that they "aren't Starfleet" but rather they aren't officers. Bridge officers, to be exact.

'They didn't go to Starfleet Academy'.

Starship Down is seriously one of the best Trek episodes ever. All characters are perfectly on point. Such a simple plot, but a perfect demostration of how DS9's investment in character paid off.

Yep, I'm going to watch it again.
 
Which doesn't mean they aren't Starfleet - it's never been established whether enlisted personnel go to the Academy.

That’s what I’m saying. I was objecting to the ‘bridge officers’ statement. Bridge officer is just a type of officer. All officers go to the academy (as far as I know), and only some become bridge officers because it’s considered a desirable assignment.

The engineers didn’t go to Starfleet academy, just like non-commissioned officers is today’s military organisations don’t go through officer training.

I’m not 100%, but I’m pretty sure it’s been established that academy is where you go to become an officer.

Yup, I wasn't 100% sure of how the interaction went. Miles was just trying to make Worf realize that they're not bridge officers so didn't go to the Academy, which isn't for engineers, but of Officers. Worf, used to the entire senior bridge crew, Geordi, and Beverly, had all gone to the academy. The Engineers on DS9 didn't.

I hadn't seen the episode in a while, so I wasn't sure how Miles referred to the Engineers.
 
I also think it was one of the better examples of O'Brien actually acting like a proper senior enlisted advisor (COB, Command Senior Chief) vis-a-vis one of the senior officers which was an aspect of the character that we didn't see all that often. We did get the opposite end of it in the O'Brien & Nog dynamic which I liked.
