What's up with Q's blue lips?

Just watched 'Death Wish'. Great episode, but I was just so distracted by how blue John De Lancie's lips were! I assume this was makeup, but... why? It was really odd! They were just so very blue, I'm pretty sure they weren't blue like that on TNG. What is the reason for this?
 
I noticed it, perhaps it was an off-screen problem DeLancie had. There's no way to know, probably.
 
They were blue in TNG, from the very beginning.

The idea of what a Q is - is rather arcane. His abilities and inate capacities are Godlike. So, giving him cold features instead of him just a happy-go-lucky-fella would serve repertoire. Outer-space is a cold place.
 
Yeah, fair enough, but in most of his TNG/DS9 appearances when he wasn't specifically wearing makeup, he didn't appear to have blue lips, so it sort of stood out as odd this time around.
 
I think makeup wise it indicates that this is being without blood. That removes him from the human warmth element, even though he may look and act human you have a little feature like that to cause some uneasiness.
 
I'd say his lips aren't any bluer than in his TNG days. I didn't even really notice it until pointed out. Both Q's have tinted lips. Although Q's are a darker shade of blue than Q's. Funny that the other Q's in the continuum don't have blue lips.

^ The Q in the continuum were being "perceived" by Janeway as human, whereas Q actually chose what his appearance would be!
 
I think it's just an affect to remind us the Q aren't human and too not mistake them as such.
The fact that many of us noticed, shows the gimmick worked.
