Well here's two fun ways to play a 61 year old Ensign... Of course if humans are making it to 200, and still being nearly vital almost all the way tot he end... Jackie could be cast to be older than Tuvok, without wearing any more oldman make up than time already sucker punched him with.

1. He just graduated. Lived a life, and then applied to the academy.

2. He blows so hard that Kim has never been promoted in the last 40 years since he graduated.

It would depend if you wanted to go with a NuTrek cast:
Janeway and Chakotay would be pushing 29. Tuvok would be the ripe old age of 40. Paris and Torres would both be 23. Kim would be 16. The EMH would be mid-20s. Neelix around 31. Kes would be a toddler. Seven would be 20 and in a two-piece for the entire series.

Not sure I get the connection. Why would the characters be have to be younger in a "NuTrek" version? Why would Seven be in a two piece?
 
The "present" always believes that they have to invent sex and shatter ceilings because even 5 minutes ago was Victorian England.
