No other Star Trek actor is on the list.

Zoe Saldaña would have been especially interesting.
I think, because of her role in the MCU (Guardians of the Galaxy, Avengers Infinity War, Avengers Endgame) and Avatar, that she is now a bigger star than Chris Pine and can demand a higher salary.

Opinions will be subjective on this, but I don't know that I'd argue that Zoe S. is a bigger star than Pine. He's been in a LOT of stuff playing a variety of roles, and she's been playing the same character in a bunch of MCU movies.

Saldaña appeared in three of the five highest-grossing films of all time (Avatar, Avengers: Infinity War, and Avengers: Endgame), a feat not achieved by any other actor. Her films grossed more than $11 billion worldwide, and she is the second-highest-grossing film actress of all time as of 2019

Chris Pine has had a few box office bombs lately.

The Contractor (2022 film):
Budget $40–50 million.
Box office $2.1 million worldwide.

Wonder Woman 1984 (2020):
The Hollywood Reporter wrote that the film would likely lose the studio "north of $100 million."

A Wrinkle in Time (2018 film):
Yahoo! Finance deduced the film would lose the studio $86–186 million, and in April 2019, Deadline Hollywood calculated the film lost $130.6 million, when factoring together all expenses and revenues

Star Trek Beyond (2016): Not a bomb but it underperformed

Link is not working.

Edit: works now.

Perhaps they can do what they initially planned and have mostly Hemsworth and Pine in the movie :D

Is this a new number, or the one from 2019 when the movie originally fell apart because Paramount couldn't afford to pay what was originally promised?

My guess on the matter, because the franchise is a turd that no one cares about, is that Chris has been given 13 million for a three picture deal, and he took the money, because he doesn't have to give the money back if they don't make movie 2 and three.
