Riker(Jonathan Frakes) narrates this show on the History channel. I'm watching this episode about weather control. The Russians built this really strange antenna array in the 80s that made this bizarre knocking sound that ham radio guys called the woodpecker. It was thought to be an early warning over the horizon radar to watch for missiles. Other people thought that it had another purpose. It was not operated continuously, but would be the woodpecker burst followed by a pause. The array was aimed at the ionosphere and used ELF(Extremely low Frequency) waves to heat it. A bubble would form in the ionosphere which would cause the stratosphere to rise into it. Even as they described it I immediately thought of HAARP before they said it.

The show suggests that the Russians caused a bizarre drought in California in the 80s by redirecting the jet stream. During the discussion of the weather they show clips of Katrina. Some people thought that the weather was an attack, a directed attack against New Orleans(To kill black people).
