Im making my through TNG DVD's and I've just noticed that for the first time. Is there any reason why the other two are acceptable and not the earring?
just looks like victimisation or some affirmative action bullshit to me...

Troi had a "civilian position" on the ship. She was a counselor, it makes some sense that when she's talking with her patients she looks as comforting and on-level with them as possible and not like a commanding officer.
Anyway, the answer is simpler than that.
Worf and Troi were model officers who had earned respect through their ranks and thus earned the right for some lax in the dress code.
Ro wasn't a model officer. Letting her wear the ear-ring is just giving her a prize for being insubordinate and one step away from being court-martialed, thrown out, and put in whatever passes for a 24th Century prison sharing a room with Tom Paris. How do you get an officer like that in line? You don't give her an inch. You dress her down, make her stand at attention, and strictly follow the rules.

Simple. The sash rams home the fact that Worf, as a Klingon, is different from the rest of the crew. Troi was supposed to be "the sexy one", so she was given an outfit that showed off her figure (even though she actually looked way better after she got her uniform in season 6). Ro, although cool, was a mere recurring character and less important, so she could be ordered to remove her jewellery as a plot point.
