Silence in the Library question

So US PBS is running concurrently with BBC UK's airings of series 5

This weeks episode is "Silence in the library" I still can't wrap my head around this bit of dialogue

Miss Evangelista: No, they're right, though. I'm a moron, me. My dad said I had the IQ of plankton, and, I was pleased.
Donna Noble: [laughs] See, that's funny!
Miss Evangelista: No. No, I really was pleased. Is that funny?
Donna Noble: No, no.

Can someone explain this to me.

1. Miss Evangelista is very stupid.
2. Miss Evangelista says she once thought it was a compliment to be as smart as plankton.
3. Donna thinks this is a joke, and she laughs.
4. Miss Evangelista says it is not a joke.
5. Donna backpedals, and says it isn't funny. This is because she is now laughing at someone for being stupid.

PS the link on Evangelista's name leads to the IMDb page for actress Talulah Riley. Now I'm depressed because it looks like she's dyed her hair blonde. I hope that's just temporary.
