"Star Trek" has a long tradition of basing major characters off of previous guest characters. (Ilia and & her boyfriend --> Riker & Troi; Ro Laren --> Kira Nerys and B'Elanna Torres; Nick Locarno--> Tom Paris, etc.) So it's no surprise that Dr. Ron Tarka is the love child of Jack from DS9 and Soren from "Generations." With the popularity of the MCU, Tarka's similarities to Tony Stark aren't surprising either.
Yet there is one more similarity I'm compelled to point out. This one is almost certainly unintentional, but extremely amusing.
If you enjoy movies that are "so bad it's good," especially ones from the 1970s and '80s, there's a chance you've seen a snarky YouTube review by the Cinema Snob. A prestigious film critic reviewing low-brow cinema that he considers far beneath him, the Snob has sneered at everything fom gory exploitation films, to religious propaganda, to X-rated parodies of "Jaws."
Now let's look at Tarka.

- ...and then ends up prisoner to the violent Emerald Chain, no doubt witnessing senseless violence as excessive as a 70s exploitation film
- His alien cell mate looked a bit like Nukie
