Robert O'Reilly on Cheers, help needed

So apparently our favorite leader of the High Council Robert O'Reilly appeared on an episode of Cheers. Specifically, Season 7, episode 10, "Bar Wars II: The Woodman Strikes Back". He's listed in the end credits as playing Ed Fogerty.

But for the life of me, I can't spot him in the episode. Can anyone help out? Is he actually visible in the episode? All I can think is that he played one of the two guys that try to stop Woody leaving Gary's Bar, but neither of them look like Robert.
 
Is he not the contest judge? His real name turned out to be Larry, I don't think his fake name was spoken.

I thought that, but considering that he is credited as "Ed Fogerty" and the judge was called "Larry", I figured that wasn't him. Could be though, it's hard to tell with that makeup on. I figure at the time he looked like this:

Also, he spoke with an accent, and it doesn't sound at all like him, although that doesn't mean anything.

Regardless of what the credits may say, that guy with the glasses and beard has to be Mr. O'Reilly. That is definitely Gowron's face.
 
Yeah, that's totally him. You can tell just from that b&w headshot. And the way the credits run, he's the only one with lines in the episode that it could be. The character's (ultimately fake) name was probably in the script at one point but was cut.
