This is not such a good one.

The first of the..."Inspector Tuvok investigates"...episodes (why no spin off series?) which I generally enjoyed but this is probably the least interesting of them (apparently the dog did it or something). Tom is the obvious choice for the accused but by this point, his bad boy, rogue persona has already been exposed as a tad laughable. He's too goofy to pull this off (Chakotay would have been better but he's busy flirting with Janeway)

The Baneans seem to have similar fungi type hair to the Kazon. I'm not sure if that's a subtle hint at possible shared DNA in this part of the Delta quadrant or it's just a make-up artist who enjoyed that particular look

could easily have been done on The Next Generation with Riker as the accused
Actually, it pretty much was done with Riker on The Next Generation in the episode A Matter Of perspective. Another TNG regurgitated script?

An excellent detective story! Tuvok is brilliant as the investigator and Paris is great as the innocent victim for a sinister plot. The story is well-written and exciting. the only disturbing thing is: Do they have dogs on the other side of the galaxy?

I'll give it 5 points out of 5

Just watched this one again. I remember at the time thinking of how close it was to the TNG episode. I knew Tuvok would find the truth yadda yadda BUT what made this stand out of me was the unusual punishment.

Reminds me of "Matter of Perspective" very much.

So on one level, It feels tired, but it is a great looking episode.

I just bought the Complete Voyager off Amazon, and am on Season 2. I have yet to see a bad episode-- this is a very well made quality series, and well acted. I don't know, I'm starting to think Trekkers are too critical or spoiled, or just big complainers. Maybe there was just too much Trek coming out at that time....but Voyager is a solid show, well done!

I hope you still feel that way later. I debated listing some set backs but you didn't ask to be spoiled :-)
