"Renaissance Man" a sequel of sorts?

I was watching the penultimate episode of Voyager the other day and a thought occurred to me that never crossed my mind before. Were the Hierarchy aliens who kidnapped Captain Janeway the same individuals who were spying on the doctor in "Tinkor Tailor Doctor Spy"?

The Hierarchy aliens made a comment in "Renaissance Man" about stealing the ship and it sounded like they were planning to steal Voyager's warp core for a while. So they clearly knew about Voyager, as well as about monitoring the Doctor's perceptual subroutines. Which is why I thought it kind of neat and it fits. Thoughts?

Yes they were the same, and there were some of them in the episode The Void as well.

It was the same species. I don't think it was the same individuals from Tinker Tenor Doctor Spy. In that episode the alien had grown attached to the doctor and wanted to help him it seems unlikely that he would be involved in something to kidnap him and strand his friends

I always thought it was the same two guys, but apparently it's different actors with different character names in all three episodes.

Interestingly, the guy in Tinkor Tenor-His name is Phlox

I liked these guys in The Void. Good episode.
