I remember these guys from the episodes that they appeared in wearing skirts. Was there ever an explanation as to why they wore skirts?

Could it possibly be that their dreams were somehow accessed while the Traveler was aboard and caught them living out a nightmare?

A nightmare of waking up in the middle of a crisis aboard the Enterprise where they reported to their duty station in a skirt?

They weren't wearing skirts, they wore skants and they obviously did it because they wanted to.

Basically long shirts rather than short skirts, yeah. The question is, why would some want to wear those with pants and some without?

When short skirts were de rigeur for women in the TOS era Starfleet, none chose to wear pants with them; pants always went with short shirts instead. However, when skirts went optional in TNG, some women wore these skant things with pants, some without. Men, never with pants. Is this perhaps a macho thing, wanting to show one's body hair to the fullest?

If memory serves, i's part of Gene's ideas of equality, though it's definitely true that the "kilt" also predates the skant. And has a better name, since "kilt" doesn't come across as a diminutive colloquialism 4th wall-breakin' joke for "scantily clad"...

The idea is that humans will have evolved past their primitive notions that a certain type of garment can only be worn by only men or only women. It may look rather odd to us mouth-breathing 20/21st century savages, but I think that's kind of the point, and at least they tried something different.

I've thought before if the Skant had included leggings or leg wrappings, it would have almost looked ok. Most men in early medieval Europa would not have dressed too differently. It just looks silly (to me) with the bare legs, because it looks half-done.

If Worf's reaction to the TNG dress uniforms is any indication ("They look like dresses') —among numerous other examples— Klingons are not as woke as the Federation and not fond of unisex fashion at least as far as males wearing traditionally female garments go.
