Picard and Crusher were Supposed to be Lovers in TNG S1 ...

... but Gene Roddenberry put a stop to it.

It wouldn't resolve itself until Picard S3 (and Jack Crusher).

According to the Star Trek: The Next Generation Companion, "The Arsenal of Freedom" was originally conceived as a love story between Crusher and Picard, but Gene Roddenberry nixed the idea. Although it is Dr. Crusher who winds up injured in the actual episode, the original story had Captain Picard be the one gravely injured.

But in which direction; I get the impression that Picard is wanting to keep composure in that scene -- Gene probably wanting to keep the two platonic and both characters fighting whatever undercurrents were there. But there's always been some undercurrent and some fans were wanting to see this explored (for lack of better phrase). Not that any relationships can go very far - they hook up, there's a breakup, they probably hate each other...
 
There’s so many moments throughout S1 that tease up the “will they, won’t they” between Picard and Crusher. That’s pretty much dropped, likely so that the characters can have flings with guest characters of the week.

That noise he makes is hilarious!
 
He sounds like Beavis and Butt-Head.

I only caught TNG the first time through the middle seasons, so seeing the early episodes for the first time with Stewart still figuring out Picard’s mannerisms was a real trip.
 
TNG changed its premise after the ship was turned back by Q in "Encounter at Farpoint". The ship was originally on a longterm mission, perhaps ten years or more, and was not supposed to be returning to Earth any time soon, nor associating with alien races we had met in TOS. So having the captain and CMO be a couple on a longterm mission might have worked.

But once the Enterprise was doing more mundane things, such as escorting UFP ambassadors to peace conferences, and checking on known colony worlds, a romantic attachment would have been in the way. (Such as we saw with Picard and Nella Daren in "Lessons", and Crusher and Odan in "The Host".)

Going outright in Season 1 probably would have been too much too soon but it would have been nice development somewhere between 4 and 7, at least 7 and especially by the movies.

When it finally happened for sure, my boyfriend will tell you that I was cheering, “my ship is sailing!!”
 
My favorite season of TNG is the first, to be honest - I like the original configuration, styles, uniforms, extras, music, camera angles, takes on the characters, etc, more than anything that comes after. I don't watch past the Best of Both Worlds.

There were definitely hints of them in The Big Goodbye, among others.

Definitely Bev's jealousy, played comedically but very entertainingly, in "The Big Goodbye"! She is even jealous of Whalen joining them on the holodeck.

The actors did often pressure the writers to put Picard and Crusher together after that and "Attached" was the writers' revenge episode. Picard and Crusher finally admit their desire to be closer, but they find out they can't in this adventure, or else they'd die!

The novels took the lead from TAS episode "The Counterclock Incident", and showed Robert and Sarah April working together as Captain and CMO while married.
 
I loved Picard and Crusher but like others I think Season One was too soon to go there just yet. Season Seven in the episode Attached or even Sub Rosa (may have saved the episode) would've been the ideal time. As for the movies these would've been better than Picard having some cram down our throats chemistry less relationship with some screen actress. Also who at Paramount got it in their head that action heroes must be unattached when that's not always the case.
