Paramount + will finally have 4K and HDR on original series.

That's the streaming service in general? Or are all Trek shows being remastered in 4K with HDR coding? (Which would be super mega sweet...)

So far, no Trek show has been made or remastered in 4K. Maybe DSC season 3 was filmed in it. Otherwise they'd be upscaled. No qualms on HDR as it's useful in its own right and benefit, but just use the bandwidth for higher quality 1080P instead to approach or better blu-ray's.

Plus, given how all videotaped material looks jagged and more choppiness due to frames being pulled, I wasn't enamored with DS9 or VOY via streaming quality. TOS and TNG were rather good overall, TBH...
 
It was filmed at 3.2k+ and can be easily uprezzed to 4k with proprietary software from the Manufacturer.

With TOS & TAS they would just need to rescan the original film masters at 4K. Of course the CGI for TOS-R was done at 1080p, so unless they re-rendered everything, then the CGI would just need an upscale to 4K. And TNG—-unless the made film prints of the remastered episodes, those would be 1080p upscales. Also Enterprise was shot on film for the first 3 seasons and then switched to 1080p videotape for Season 4. Also Enterprise’s CGI was created in Seasons 1 & 2 at 480i and then upscales for inclusion in the 1080p masters. Seasons 3 & 4 were done at HD levels (either 720 or 1080).

But with streaming, 4K is no better than 1080p Blu-Ray once you factor in compression.

"Originals" in this case means just the new stuff, but its not impossible the old ones might be "uprezzed". TNG was scanned at 2K and not really future-proofed, so yes they'd have to rescan at 4k, but at least much of the work is done.

With TNG, you have to remember that, even though the show was shot on film, the editing was originally in SD and now 1080p. The 2k would’ve been an intermediate, just so that the editors could resize shots to try and match the original SD framing. Once the 1080p master was done, who knows if those 2k scans still exist—-CBS could’ve ordered them deleted in order to free up hard drive space, much like in the past productions would re-record over raw footage tapes once the final master was done, in order to save costs. Also with TNG-R, stuff like the phaser shots only exist at 1080p as those were never on film. So unless CBS wanted to do a complete remaster of TNG in 4K, like they did for TNG 1080p, TNG can only be up converted from 1080p.
