This is a browser game that is based on the original Star Trek game created for the PC by Mike Mayfield in 1971.

With a little better graphics, such as the <*>, Enterprise, and +K+ representing Klingon, being replaced with top down models of various starships, both Federation and Threat Force ships, ST71 could become a new kind of mobile game. The sectors you travel to would be locations on the Big Map from STO. Missions would start out by patrolling each block and as the player progressed through training missions, the Big Map would cycle to areas where missions would take place and so forth. Similar to Star Trek Online but not as much in depth graphics. Something to do while waiting at the Doctors office or to show someone the entrants exam to get them interested in Star Trek Online.

Now...over at Aladdin’s Castle at Eastwood Mall...there was a mid-1970’s game that had line drawing “stills” that would increase in size as a target.. what was that?

Perhaps it was "Starship 1"? That was a coin-operated arcade game in black-and-white, from Atari, 1977.

You pilot the enterprise and go from sector to sector battling Klingons and resupplying at starbases. Each boss level was a battle with Nomad.

There are multiple Android app games on Google Play that are just like the Star Trek 71 you cited, only with better top-down graphics

The video is from the ATARI2600 cartridge port. The actual Arcade game had slightly better graphics and sound. I was intrigued by the game because of the occasional appearance of a ship that was obviously based on the single nacelle Saladin Class destroyer from the Franz Joseph Star Trek Technical Manual.

Yes, I also related it to the single-nacelle ship from the Tech Manual. Although I was attracted by the game's Star Trek theme, I didn't really like playing it because it felt kind of monotonous, and maneuvering was too difficult.

Are you sure the youtube video isn't showing the arcade version? It says something about "deposit coin" on the screen. The youtuber claimed it was a MAME capture (MAME normally duplicates the arcade experience authentically because it runs the original code, although sometimes some elements are missing, e.g., sound files).
