Considering "teabagging" was a sex act long before it was a political statement...yes, he is.
While I appreciate the message being conveyed, it would be more effective if "you're" had been spelled correctly.

I also think it would have been funnier/slightly less obvious if it was just "Teabagging," and not "Republican Teabagging."
