So here we go...
The Menthars.. the extinct ancient race that fought the Promellians (TNG Booby Trap), were the race that created and subsequently left behind the giant planet killer in TOS Doomsday Machine, and the giant Whale Probe in TOS Voyage Home.
Both crafts were created by an ancient race that most likely became extinct. For example the Whale Probe was likely sent centuries earlier at the time humpback whales went extinct.
Both crafts were massive, cylindrical, and of similar dull featureless uneven metallic texture. They both also had the power source to disable/destroy entire planets.
It gets better...
In Booby Trap, the trap was set in the asteroid remains of Orelious IX. Kind of like killing someone, then putting an armed hand grenade under the body. The Menthars had the "Doomsday" technology to destroy Orelious IX, as well as the same Whale Probe dampening/energy sucking field technology to set the trap.
The Doomsday and Whale Probe culprits would also have to be "relatively close" to earth as to encounter earth, and the TOS cast. Yet by TNG, that alien race was never discovered. No aliens ever said "Yeah, sorry about those probes.." By TNG, extended exploration (still relatively close to earth) would later discover evidence of the Menthar / Promellian extinction war.
A step further?
Maybe the Menthars were keen to/or evolutionary form of "Whale-like" creatures. Their crafts even have a massive sort of grace to them.
In TNG Galaxies Child (also connected by Lea Brahm).. The space "whale-like" creature also had a power sucking ability. And some of the technologies created on the Ent-D to counter the Booby Trap were also featured.
So there you go.. The ancient Menthars "We brake for Humpbacks" were the jerks behind the Doomsday Machine, The Whale Probe, destroying Orelious IX, and booby trapping it with the massive dampening technology inspired by space whales.
They had no love for humanoid bipedal races.. and their weapons was adept to disrupting the more similar to each other, human and Promellians warp technology.
