Enterprise AU sans TCW

This is an idea I've been toying around with for years. Enterprise without the Temporal Cold War. In my reimagining, the Romulans are the ones behind the scenes. They are responsible for the Vulcans holding humanity back, the Vulcan/Andorian cold War, the Suliban acting as pirates on the shipping lanes, all to keep everyone distracted from their silent encroachment.

I would start in 2149 with the last countries joining United Earth, and Terra Prime getting more vocal.

In 2150, Enterprise's keel being laid and the NX program being shut down. And fixing my biggest gripe thus far, giving Archer command experience so it actually makes sense for him to command Enterprise.

In 2151, the Suliban attack an ECS freighter out too far for the warp 2 ships that Starfleet has, so the Enterprise is launched instead of space trials.

The Suliban attacked because the freighter has a Starfleet Intelligence contingent on board who stole information from another Romulan vassal species proving the Romulans are behind everything.

Archer recovers the data and sends the Suliban packing, and has Reed and Sato decrypt the data. Reed is working for Starfleet Intelligence (no Section 31, sorry. They bug the stuff out of me too. We're better than that) so he waits for Sato to decrypt it, sends it back to Earth and then destroys the data.

In the meantime, Enterprise continues on her maiden voyage of discovery...

Sure. Don't need the TCW at all, going even further, the Xindi attack was orchestrated by the Romulans, them spreading rumors, and them using there hologram ships attacking there ships and planets, and push the Xindi into attacking Earth. I'd take out the Death Star, and Still use the intial probe, but latter them massing an invasion fleet instead of the deathstar.
 
Could be the Xindi are just another pawn kept under Romulan control, but humanity joins forces with them instead and that's really the Earth-Romulan War. The Xindi could be the other race I needed.
