English subtitles for Klingon dialogue?

I own the Japanese Blu-ray releases of all seven seasons of The Next Generation, and I have noticed that, on some episodes, there is a second Japanese subtitle track (#12) containing only a translation of certain onscreen text — and, more interestingly, Klingon dialogue!

However, as for English subtitles, there is never more than the one track (#1), and it tends to just show something like "[SPEAKING IN KLINGON]" or such.

So, my question is whether the North American releases are the same way, or whether, perhaps, their subtitle track #12 does the same but in English?
 
If you give a specific example we can check for sure for you.

I just checked Reunion, and it does feature the #12 Japanese track too, translating Klingon dialogue. Pity there's not an English version of the track.

Well, that sucks. I was hoping that what I had read was not true, and that these secondary Japanese subtitle tracks (for dub use) on a few episodes was proof that the disc contents were not the same as other regions...

I suppose that also explains why the Japanese episode titles do not appear onscreen alongside the English ones, as I see in Niconico videos, for example.
 
I recall that in some scripts there are English translations for the Klingon dialogue, although these were not used in the original American versions. The script for "Sins of the Father" for example has a translation for a number of scenes:

* The words that Kurn and Picard say when they accept the role of cha'dich translate as "I accept. May your enemies run with fear."
* When Worf accepts disgrace before the council, his line translates as "I fear your judgment." K'mpec replies that Worf is a coward.

There are also some extended scenes, some of which were apparently filmed and cut from the final broadcast version for time. Riker commented that at one time, being in the Klingon capital would have been a virtual death sentence for humans. Troi would have been present to support Worf, and Kahlest had some additional scenes of dialogue. There is also some extra dialogue for Duras and K'mpec during the discussion about a resolution, as K'mpec points out that Kurn would rather die than accept an alternative. He'd consider it his duty. The closing dialogue between Kurn and Worf is also slightly extended.
