I'm too lazy too look up the episode title, but it's at the end of the second season, and T'Pol goes through premature Pon Farr because of an alien infection. Vulcans apparently don't know about ritual combat or meditation at that time, as T'Pol is convinced she will die without sex. At the end of the episode, T'Pol is unable to remember what happened near the end of her illness, and she asks Phlox "did we...?" Instead of flat-out saying "no," Phlox cuts her off with by answering that Denobulan males doesn't like to discuss such things, or something to that intent.

So... did Phlox have sex with T'Pol? I can't see why he wouldn't just say "no" otherwise.

I say no, only because he hated being touched, and resisted her advances in Decon. IMO, he cut her off to protect her integrity and not embarrass her because of what the pon farr made her act like.

They did not. Phlox thought too highly of T’Pol to take advantage of her temporary loss of control. He was very proud of his ability to produce cures for his crew and, as seen in later episodes, T’Pol bonded with Trip when they had a sexual encounter but she did not bond with Phlox. Dr. Phlox was very thorough in studying cultures and traditions regarding his patients. He was very protective of them and always wanted good outcomes for their healing. He definitely would not have compromised T’Pol by having sex with her no matter how much she wanted it at the time.
