Did the Think Tank create the Vidiian Phage?

Re-ignited the red giants of the Zai Cluster. Just recently, we found a cure for the Vidiian phage.
JANEWAY: The Vidiians?
KURROS: You would hardly recognise them now. Just last month we helped retrieve a Lyridian child's runaway pet. A subspace mesomorph, I might add. We had to invent a whole new scanning technology just to find it.

Given the Vidiians vast medical knowledge, why were they never able to find a cure for the phage on their own? The Think Tank created the problem in the first place that they offered to help Voyager solve in order to get 7 of 9 onboard, could they have done something similar with the Vidiians by creating the same disease they found a cure for later? Maybe the Think Tank had the cure for the same reason Section 31 had the cure for the changeling disease. They could have created it themselves. How likely is that?

Its certainly possible and is perhaps even plausible.

That's true the think tank group was only founded about hundred years ago and the phage has been around for 2000 years. Unless Bevvox did it or there was time travel involved.

JANEWAY: What's his specialty?
KURROS: At the moment exo-sociology and quantum mechanics, but his interests vary from time to time. Bevvox founded our group more than one hundred years ago, after wandering the galaxy on his own for a few millennia.

If I recall, the think tank sometimes charged more than someone was willing to pay. I wonder what they charged the Viidians (who were desperate enough). But I wonder if it might have been like making a deal with the devil.
 
Also, is the Think Tank's ship as fast as that? I mean Voyager is more than ten thousand light years away from Vidiian space ...
 
It must be, as they specifically said in the episode that they'd cured it. Course, they could be lying, but even so they at least know who the Vidiians are.

I don't think it's much of a stretch to suppose they have superior warp capabilities to Voyager given their advanced nature.
 
To me, the Think Tank doesn't seem to be that interested in the long game. Rather, they present themselves as stopping by every time they see a shiny object they want to challenge their minds with or acquire. Sometimes they have some strategy with it, and each of the members seems to be engaged in longer-term projects as well, but for the most part it looks like they see something as they're passing by and want to solve it or steal it.

I forgot about the two thousand years thing, so it seems unlikely, though I guess we don't know how old all those nonhumanoids were. They probably knew they could probably cure the phage if they attempted to and waited until the Vidians had something they wanted.
 
A waste--they could have had all the challenges they wanted had they joined the Federation.
I don't think they would have liked that. They would have had to work under the Federation's rules, not their own. Trickery and deceit seem to be common place with them. They would have had to stop that. I don't think they would have liked that
