Yes she could have easily beat Adam, they had to maker her unstable, the cost being too great or else she would break the plot.
she was a rule breaker. The Axe could cut through Adam and she had the power to manipulate and condition the axe, the fetish-object that was used to create the Slayers power. She made it so every girl who was in line to be a slayer was a slayer.
She was powerful, cunning and knew how to change the paradigm entirely... and could.
Adams brawn isn't a match for that.
Glory. as powerful as she was is more defeat-able than Willow.
Remember it took plot and character development to stop her. No force could stop her, Xander had to help her remember lil Willow.
The First could give her a run for her money, as the first is abstract and doesn't really incarnate as to be killed, only it's plans thwarted.
To go beyond Willow you have yo noncorporeal. However that also means not being a character in the play of things so there's a trade off. You could argue for a few beings in the Buffyverse being more powerful but that doesn't mean they get more done, or wreak as much havoc.
She came closer to destroying the world than any other villain.
I don't remember her name, but the demon who got rid of Buffy by tricking Cordy into wishing her away, conceptually I would say that she is more powerful however she was also much easier to thwart.
Willow was the stage, she became the nature that governed her world. Anyone playing by the rules of their reality is going to lose.
She was just a witch, that's it. I doubt she's even the most powerful witch in the world.
Anya said that Willow was the most powerful wiccan in the Southern Hemisphere (if I recall), but she may have been exaggerating.
I used to imagine that maybe Willow was a goddess reincarnated, but that was only because I didn't like the idea of her being a murderess. If one of the parties ain't human then it's technically not murder.
They weren't in the Southern Hemisphere.
Edit: Most traditional witches, of things pre-gardner don't identify as Wiccan or Wican, trying not to be associated with Gardner's movement. Prior to this however Wicca and Witch were just variants of the same word. Today, a specific way tends to be implied.
