Blooper reel question

I'm sorry I'm posting another question (beyond my previous NBC promo doubt) but there is no other place on the web with such Trek expertise like TrekBBS.

I'm sure everybody here have seen many times the classic blooper reels. As I did for the NBC promos I'm doing a compilation of them. At the end of one of the first season blooper reels there is this "happy birthday" video, on the set of "Operation -- Annihilate!"

Any idea of who the man on the stairs is? Gene Roddenberry?
And who the lady they are celebrating is?

Gene and Eileen Roddenberry. Shatner says their first names as they are leaving.

Wasn't it Nimoy who didn't want these bloopers made public? I wonder if they'll someday get an "official" release now that he's gone. Or if anyone actually has decent elements of them anymore.

Well, Nimoy was angry at Roddenberry for showing the blooper reels at conventions after the show's cancellation, but the question ended soon. In fact excerpts of the blooper reels were included (many years later) in the 25th anniversary documentary, presented by Shatner and Nimoy.

Honestly I don't think CBS is interested in it, maybe there are also copyright concerns (for example in the blooper reels the Mission Impossible soundtrack is often used and there are also scenes from other shows). Beside this, I'm not sure they still have the materials, even if the excerpts of the 25th anniversary documentary looked very good and they were probably taken directly from film reels.

Maybe some collector still has the film reels somewhere and he/she will do a proper digital conversion to have them in good quality.

For the compilation I'm doing, I've compared many sources, but at the best they look like a second or third generation VHS.
 
The biggest bugbear with getting an official release of the blooper reels(there are more than one) is getting releases from all the stars that appear, or the estates of those that have passed. Some, like Roger C. Carmel's estate, won't give permission for their likenesses to be used. They might give Star Trek a pass, because he actually appeared on the show, but you never know.
