Trill naming conventions don't work like that. When they're joined, they take the name of the symbiont as their surname. Ergo, Ezri Tigan became Ezri Dax. Jadzia's pre-joining last name was never revealed, but we know for a fact that a Dax symbiont exists because we've seen it multiple times on screen, coming out of or being put into Jadzia or Ezri.
In the mirror Universe, we hear Mirror Bashir call him 'Fontaine'. So apparently, the name of the 'original' was the same (the family name at the very least). I'm not sure I would be too happy if (in the prime universe) there was a hologram walking around with both my face and my name. Possibilities: 1. Holo-vic was programmed without knowledge of the original. That wouldn't exactly be ethical. 2. The 'original' Fontaine gave his consent for his name and image to be used. I guess that's just about possible but I wouldn't know why anyone would do that. Even an egomaniac like Dr. Zimmermann who gave the EMH his own face didn't call the Mark 1 'Zimmermann'.
Maybe both Bashir's issues were minor. Or maybe prime Bashir just hit his head as a child, and that explains his cognitive issues. His parents just needed to fix the damage, but figured while we're here, what the hey, let's juice up his IQ a bit. Perfect explanation. It would make an entertaining, if VERY R-rated, fanfiction. There's no way MU Bashir could be enhanced. Terran slaves would never have access to that kind of technology. Why wouldn't it? We know Ezri wasn't joined, but not sure about Jadzia. When Sisko meets her, he impulsively calls her Dax, but that's just because he knows her prime counterpart. In the novelverse, Jadzia was NOT joined, and Curzon was Dax's final host.
Definitely hold him hostage and keep him hostage until the Cardassian government ended the occupation. Or, you know, the Cardassian Central Command might've gone "He's a wrong'un. Keep him."

It also may have been a more general Cardassian mentality, and not even been particularly biased towards Dukat personally. 'If you lose (i.e. in this case, lose the station), death is an appropriate punishment'. It does seem a bit like a 'win or die' culture.
