Spitballing some ideas......

if you had a rocket with some kind of c02 warhead could that put out a fire?

 

Or start a new one when it crashes?

 

Not if the warhead is ejected onto the fire and the booster burns itself out.

Just wondering if such an idea would work though or a C02 bomb

Then why can't we do that now with large fires that are happening right now?

The problem with the tank thing - too limited in area of effect. The method most commonly used with large fires is "fire bombing":

While this helps, it's a very dangerous method (massive updraft from the hot air produced by the fire) and there never seem to be enough of the aircraft - or skilled/crazy pilots available.

 

If Poe Dameron were real he'd do it.

 

There are quite a few pilots daring enough to try but, not all in the same place and the same time!

Oz could use a bunch of them right now...
